In the realm of terrestrial digital TV signals a preamplifier (signal booster) is good idea even if you don't think you need one. With digital signals, either the picture is there or it isn't. With old analog signals you could watch a signal fade in and out and ghost while you continue to watch TV. The extra gain from a preamp will ensure that the signal is strong enough to receive uninterrupted digital signals even in heavy overcast or rainy weather.
Splitters on the other had reduce the amount of signal that each TV receives. It's best to split the signal only the number of times required for the number of TVs you have so that each TV receives the maximum signal possible.
